Is llms.txt useless clutter or a key part of the future web?

SEO experts and Google Product Experts have argued that deploying an llms.txt file does "absolutely nothing." Skeptics point out that traditional crawlers don't mandate it, major Search LLMs don't officially use it as a ranking factor, and leaving it out carries zero penalties.
